SharePoint Online doesnt really enforce license requirements, so users without license can still access content. As far as I know, creating new users without Office 365 license can access the sharepoint online site if you grant permissions for them at sharepoint permissions page. These users are able to read contents in the site, missing required feature, such as OneDrive, Exchange Online and so on. More information:

For what it's worth, an unlicensed user account can manipulate and access SharePoint as well (lists, libraries, pages, etc) if they have the right permissions assigned. SharePoint itself doesn't seem to actually care about the license but the permissions assignment from the UPN.

The only difference I can see with a licensed user is that on the top left bar (the menu is empty of course), there is Office 365 but not SharePoint after written.
