Thanks for sharing your experience with us. This is the current behavior that users without SharePoint Online license still can access SharePoint online. Unfortunately no official article mentions about this and what doesn't work when users don't have the license.

As far as I know, creating new users without Office 365 license can access the sharepoint online site if you grant permissions for them at sharepoint permissions page. These users are able to read contents in the site, missing required feature, such as OneDrive, Exchange Online and so on. More information:

For what it's worth, an unlicensed user account can manipulate and access SharePoint as well (lists, libraries, pages, etc) if they have the right permissions assigned. SharePoint itself doesn't seem to actually care about the license but the permissions assignment from the UPN.

I create an Office 365 user, without license. He can access to the content. The only difference I can see with a licensed user is that on the top left bar (the menu is empty of course), there is Office 365 but not SharePoint after written. But he still can access to the page: <baseurl>/_layouts/15/sharepoint.aspx AND create a a team site.
SharePoint Online is licensed on a per-user basis. You can purchase SharePoint Online as a standalone plan or included as part of Microsoft 365 plans. Learn more. Licensing details are available here. For On-Premises, intranet sites are licensed using a Server/CAL (Client Access License) model.
All External users will need to register their email with Microsoft but not necessarily a LiveID. Access is granted to the desired level, it can be removed at any time by the user administration page of Office 365. If they are external users, they don’t need a SharePoint Online license and they can take full advantage of SharePoint Online features.
